In the first block, participants examine the broad frameworks within which public sector work takes place. Students will explore what governance in the 21st Century means as well as the theoretical and the practical nature of organisational, legal, regulatory and financial dimensions of public institutions and processes. With input from multiple perspectives and disciplines - such as political science, organisational development, security studies and new public management - students gain the ability to contextualise and critically assess the local, regional, national as well as international context of their individual work.

This first learning block is composed of four modules:

In this module participants unpack the concept of governance and examine if there are any transferable principles of good governance. As an example of a shared blueprint and as a common theme throughout the course, the external pageUN Sustainable Development Goals are introduced

In this module, participants are further familiarised with the international system and the role of gender in governance processes at various levels.

In this module, participants will learn about aspects of public finance with a particular focus on controlling and accountability. They will also learn about the legal frameworks and the fundamentals of law making.

This module explores the principles of modern policy analysis, design and implementation from the perspective of evidence-based policy making. It also looks at what development diplomacy is and how the SDGs are implemented.
